What if Mars is in 11th house for Virgo Ascendant? (Vedic Astrology)

Mars rules the 8th house and the 3rd house and it will fall in the sign of Cancer when placed in the 11th house for a Virgo Ascendant. There are several possibilities with this placement and here are some of them.

1) Since Mars is placed in the 11th house here so we should look at the position of the default ruler of the 11th house, Saturn. This is because Saturn controls the 11th house and the 10th house in the natural zodiac. Saturn or 11th house represents the masses or the public and since here the sign of Cancer is falling on the 11th house it means nurturing the masses or taking care of the people in some way.
